Case Studies

Complex, Multiagency Program Implementation
We helped SBS to launch and implement Small Business First, a complex 15-agency effort to streamline the way the City interacts with small businesses. We project managed 30 cross-agency transformation initiatives, ensuring the agency met timelines for which it was accountable publicly. As part of the effort, we developed and launched a Business Support Center that provides a one-stop resource for a small business owner to get information and advice, and to transact business with the City. Finally, we designed metrics and data collection systems to track the impact of these initiatives on small business owners’ bottom lines.

Partnership Development and Management
NYCHA’s Office of Resident Economic Empowerment & Sustainability transitioned from providing social services directly to residents to a partnership model that connects residents to community-based services. We helped REES develop a structure for creating, implementing and monitoring the effectiveness of these partnerships. We developed a systematic approach for managing the full lifecycle of partnerships; identified a structure for targeting, engaging and assessing potential partners; and created processes for tracking referrals to providers, collaborating with them on service approach, and evaluating each partnership’s success. We recommended strategies that enabled NYCHA to scale the model citywide.

Strategic Planning and Technical Assistance
NYC’s Human Resources Administration was looking for improved outcomes from Back To Work, which helps 80,000 public assistance recipients find employment annually. HRA engaged our team to refine its strategies for placing its participants in job opportunities. We trained HRA staff and Back To Work contract service providers to identify and build sustainable relationships with larger employers (and their higher volumes of job openings) and catalogued the strategies in a vendor handbook. We also created business requirements for an information system that will improve vendors’ ability to link qualified participants to available job openings. Together, these changes in strategy and systems enabled Back To Work to connect more participants to jobs annually.

Identifying Operational Efficiencies
After several years of significant and sustained budget cuts, the busy Long Island region of NYS Parks was finding it harder to maintain properties to its high standards. We reviewed the region’s finances, operations, and management processes; developed a roadmap to enable the region to transition to a more strategic operational approach within its budget; and identified new opportunities to raise revenues. Management in the region was able to shift some of its focus from the “daily doing” to strategically evaluating their operations and improving the experience of park visitors in a financially sustainable way.

Human Service Delivery Expertise for Enterprise Transformation
We partnered with a global IT firm to help align a large municipality’s fiscal and contract management processes across eight health and human services agencies. We formed an integrated team with the prime contractor who leveraged our subject matter expertise and business process know-how to: review and map existing processes; share best practices; and identify system needs that were common across agencies, as well as where agencies had unique requirements. We helped recommend future-state processes and document system requirements. Our engagement enabled the municipality to optimize its claiming of the complex Federal funding streams allocated across multiple agencies, streamline administration for agencies and their contractors alike, improve operational controls, and increase process transparency.
