Case Studies

Human Service Delivery Expertise for Enterprise Transformation
We partnered with a global IT firm to help align a large municipality’s fiscal and contract management processes across eight health and human services agencies. We formed an integrated team with the prime contractor who leveraged our subject matter expertise and business process know-how to: review and map existing processes; share best practices; and identify system needs that were common across agencies, as well as where agencies had unique requirements. We helped recommend future-state processes and document system requirements. Our engagement enabled the municipality to optimize its claiming of the complex Federal funding streams allocated across multiple agencies, streamline administration for agencies and their contractors alike, improve operational controls, and increase process transparency.

Understanding Stakeholder Needs to Inform Zoning Strategy
North Brooklyn is an historically industrial neighborhood experiencing dynamic forces from residential and commercial development. We supported BuroHappold as they developed a land use framework for the NYC Department of City Planning that would successfully balance competing needs, create a better business environment, and improve quality of life for workers and residents nearby. Public Works led public stakeholder engagement by coordinating outreach efforts and convening small business owners from various sectors to understand their needs, interests, and challenges in a rapidly changing business and development environment. We gathered business owners’ perspectives through a series of roundtables, and then synthesized the input to provide the BuroHappold team with key suggestions and targeted geographic locations to focus on developing strategies to support current and future business needs.

Evaluation of National Workforce Programming
We collaborated with Mathematica Policy Research and Social Policy Research Associates to design a random assignment study to measure the nationwide effectiveness of federally funded job training and placement programs. We presented evaluation proposals to a group of Workforce Investment Boards (WIB) chosen through random assignment and worked to establish their buy-in to the research project. We consulted on the development of a design that would address research goals, would be consistent with the WIB’s program models, established evaluation protocols for specific pilot sites and identified the point of random assignment. With an eye towards customer service, we created appropriate messaging for One Stop customers and developed protocols for serving customers assigned to each of the evaluation groups.

Finding Maintenance and Operations Efficiencies
Faced with increasing demands on NYC’s open space and recreation facilities, but a declining operating budget, the NYC Department of Parks & Recreation sought opportunities to streamline its daily maintenance operations. Public Works Partners joined a global consulting firm to identify best practices from other large urban park systems, and to develop an implementation plan to adopt them. We used our on-the-ground experience with NYC Parks to inform our prime’s approach to integrating the agency’s new enterprise resource management system into daily operations. We helped design and assess the efficiency measures. We also applied our deep experience with welfare-to-work programs to offer suggestions on how NYC Parks might better leverage its work experience program in executing daily maintenance work.
